Singapore import permit and HS classification
Singapore Customs generally requires a customs permit before goods are imported, with exemptions depending on the import situation. For a commercial clothing shipment, ask the importer or appointed Declaring Agent to confirm the applicable permit type and whether an exemption applies; a required permit must be submitted through TradeNet. The importer may appoint a Declaring Agent; self-filing requires a UEN, an activated Singapore Customs account, Declaring Agent registration and TradeNet access. Give the agent the garment type, construction, fibre mix and origin for HS classification; use Singapore Customs’ code tools or seek a ruling if the code is uncertain. Singapore Customs lists intoxicating liquors, tobacco products, motor vehicles and petroleum products as dutiable goods and says all other goods are non-dutiable and incur GST only. For a hoodie shipment, confirm the final classification, permit requirements, GST and any applicable relief with the importer; do not assume an apparel duty rate.
Shipping and delivery terms
Before planning freight, ask Fenalt to confirm the available Incoterm, named place or port, responsibility for import clearance, duties and taxes, and any available transit estimate in the written quotation. Terms are order-specific.
ICC Incoterms® 2020 rulesExample: a buyer in Singapore budgeting a knitted performance legging can give a broker its knit construction, fibre mix and garment details for classification before estimating duty.
Confirm fibre-content, care, origin, importer and language labelling requirements for the finished product with the local authority and importer. Requirements can vary by product and market.
