Apparel Manufacturing for Saudi Brands

Fenalt provides fully managed apparel manufacturing and sourcing. It coordinates each project from technical review through production coordination to delivery with factories, suppliers, material sources and production partners selected for that project. Fenalt manages the manufacturing solution; it is not a factory directory or open marketplace. A Saudi buyer’s location does not imply that production takes place in Saudi Arabia. Production origin, available methods and the commercial offer depend on the specification and project plan.

This guide connects product development decisions with a clear handoff to the Saudi importer. Product-specific conformity, classification, tax and customs requirements must be confirmed by the importer and its qualified advisers.

Send a production brief

Project definition

Define the brief before choosing a production route

For each style, gather the technical pack or current specification, reference sample if available, material and finish requirements, approved measurements, size range, branding and trim details, quantity by style and size, packaging decisions and destination. Mark estimates and unresolved choices clearly so they are not mistaken for approved production instructions. Material availability and production feasibility are confirmed for the individual project.

Keep requirements specific to each garment. Modest apparel, active garments, casualwear and uniforms may differ in coverage, stretch, construction, wear or replenishment needs. Translate intended use into measurable criteria rather than relying on a category name. Record fibre composition, fabric weight, colour, fit, print or embroidery and any required performance evidence. A proposed material or process substitute needs buyer approval before it becomes the production baseline.

Name the people responsible for technical, artwork, label and commercial approvals, and include the delivery destination, target date and known buyer-side import or document requirements. This lets Fenalt identify missing information before preparing a project-specific quotation.

Managed production

A managed path from specification to export dispatch

  1. 1

    Review the product requirements

Submit the project through Fenalt’s intake. Fenalt reviews the supplied specification and identifies decisions to clarify before development.

  2. 2

    Coordinate materials and a sample

Fenalt coordinates sourcing and prototype or sample development with relevant production partners. The buyer reviews fit, construction, colour, branding and measurements, then records changes against the current specification.

  3. 3

    Approve the pre-production baseline

Confirm the production sample, points of measure, materials, trims, artwork, size breakdown, packaging and project-specific inspection instructions before bulk work begins.

  4. 4

    Coordinate production and quality checks

Fenalt coordinates production with project partners and can arrange on-site quality control. Write inspection references and tolerances into the order plan; review non-conformities against the agreed standard and coordinate appropriate corrective action as applicable.

  5. 5

    Prepare the agreed dispatch

Shipment routing and delivery terms depend on production origin, destination, shipment size and the Incoterm agreed for the order. Confirm the named place or port and each party’s responsibilities in writing.

The buyer supplies and approves the product brief, measurements, materials, artwork, labels, size ratios and pre-production sample. Fenalt coordinates technical review, sourcing, production partners, quality checks and the agreed delivery plan. If the specification changes after approval, document the revision and confirm effects on materials, timing, inspection and cost before using it.

Order planning

Confirm planning references in the quotation

ItemCurrent Fenalt referenceConfirm for the project
Minimum order50 pieces per styleStyle, colour and size breakdown; material and supplier feasibility
Sample development10–15 production days, plus separate 3–5 day shipping referenceSample scope, start point, material availability, route and destination
Bulk production15–20 days from pre-production sample sign-off to export dispatchApprovals, production inputs and confirmed plan
InspectionAQL 2.5 under ANSI/ASQ Z1.4 Level IIInspection lot, sample plan, defect definitions, timing and response
Delivery termsDAP for small-batch courier; FOB Chattogram for bulk sea freightOrigin, destination, size, named place or port and agreed Incoterm

These are planning references, not a final quotation or a guarantee for every style. The bulk-production reference ends at export dispatch, not arrival in Saudi Arabia. DAP and FOB are not automatic for every order. Confirm scope, assumptions, dates, route and responsibilities before production is authorized.

Quality and approvals

Agree the quality plan and approval record

Fenalt’s current inspection reference is ANSI/ASQ Z1.4, General Inspection Level II, with an AQL 2.5 acceptance threshold. The order documents should identify the inspection lot, sample size, defect classes, acceptance and rejection numbers, timing and response to non-conforming goods. AQL is a sampling acceptance method; it does not mean every unit is individually inspected or that defects are impossible.

Name each point of measure and tolerance. State whether garments are measured relaxed, stretched, after washing or under another agreed condition. Do not assume one tolerance suits every fabric, style or size. If colour, shrinkage, pilling, seam strength, print durability or stretch recovery matters, define the test and acceptance criteria before bulk cutting and confirm availability for the actual material and supplier.

When an inspection identifies a non-conformity, Fenalt reviews it against the agreed quality standard and coordinates appropriate corrective action with the production partner. The response depends on evidence, contract, production stage and parties responsible. No automatic reproduction, replacement, refund or credit is promised here.

Buyer-side checks

Check Saudi product requirements item by item

The importer should check Saudi requirements against the exact product, classification and current rules. SASO lists a Textile Products Technical Regulation, Issue 2, with a mandatory application date of 12 July 2024. This does not establish that every garment has the same scope or conformity path. Ask the importer or qualified conformity adviser to confirm scope, label information, documents and assessment route before artwork or production is approved. SABER provides importer services for product-conformity registration. Its product certificate service asks for model numbers and technical-file information according to the applicable regulation and product type, with review by an accepted conformity-assessment body. The importer must decide whether the path applies to the actual goods. This page does not claim that every apparel item needs the same certificate or that Fenalt issues Saudi approval. SABER product conformity service.

ZATCA’s Integrated Customs Tariff Inquiry supports searches by tariff code, description, chapter or section. “Apparel” alone is not a final classification. Ask the Saudi importer or customs broker to confirm the code and current measures for the product and origin; this page does not quote duty or VAT rates or calculate landed cost. Confirm declaration, document and tax steps with the importer’s adviser. ZATCA tariff inquiry · ZATCA import instructions.

Put the named destination or port, importer of record, freight payer, export and import clearance responsibilities, duties, taxes and exclusions in the quotation. Fenalt coordinates manufacturing and agreed shipment preparation; it does not claim to be the Saudi importer, customs broker or tax adviser. No freight transit time, clearance date or delivery outcome is promised.

Buyer questions

Questions Saudi apparel teams commonly ask

What is Fenalt’s standard minimum order?

The current reference is 50 pieces per style. Confirm the style, colour and size breakdown and project feasibility in writing; do not assume separate styles can be combined.

When does the bulk production estimate begin and end?

The 15–20 day planning reference begins at pre-production sample sign-off and ends at export dispatch. Transit, customs processing and delivery in Saudi Arabia are separate.

Does Fenalt manufacture apparel in Saudi Arabia?

Fenalt works with factories, suppliers, material sources and production partners selected for each project. The location depends on the specification and confirmed plan. This page does not claim that Fenalt owns a Saudi factory or that an order will be made there.

Does Fenalt arrange SABER registration or customs clearance for every order?

No blanket service or approval claim is made. The importer and its qualified advisers determine product-specific conformity, tariff, tax and declaration requirements. Fenalt coordinates the manufacturing solution and project information within the agreed scope.

What should a buyer send first?

Send the current tech pack, styles and quantities, material and trim requirements, sample needs, quality criteria, label and packaging decisions, destination and target date. Include known importer or document requirements and mark unresolved choices clearly.

Next step

Turn the apparel brief into a reviewable production plan

Share the current specification, style quantities, material requirements, quality criteria, approvals, destination and target date. Fenalt can review the scope and identify which decisions need confirmation.
